". Mr President, I hope we can allow ourselves to feel proud today. This issue has been with us and with those before us for many years. It is a complicated and politically sensitive issue. We have managed to establish the platform and although we have all said that it is a first step, it is a very important first step. It also establishes the attitude and re-establishes the polluter pays principle. We can only build on that and take it further, which is why it is such an important first step. I wanted to answer Mrs Schörling directly because the Commission statement about looking at the financial security again in 2006 is not formally legally binding, but you might call it politically binding. I hope that means as much as if it had been legally binding. It is an obligation and a commitment from the Commission so, of course, we will have to come back on this.
