"Mr President, I returned just this weekend from a visit to the West Bank. I had been there on a fact-finding trip with a number of other Members of this House to get some information about the so-called security barrier and I was shocked by the sights that met me there. This is not a barrier which is being built on the border between Israel and the West Bank; it is a barrier that has been built around the towns and villages of the Palestinian people. They are literally being walled in with no-man's-lands and permit-only exit and access, controlled by the Israeli defence forces. This is a recipe for continued destabilisation of the Israeli state; it is not a security solution. I would appeal to you, Mr President, to convey my message – and perhaps the message of many others in this House – to the Council and to the Commission that in the International Court in The Hague we must come off the fence. We cannot be neutral with regard to the legality of the location of this barrier. I do not deny the Israeli state the right to build a barrier anywhere it likes on its own territory, but the Court must come down heavily against the legality of this particular barrier, which is imprisoning, criminalising and dehumanising the Palestinian people."@en1
