". I congratulate Mr Gil-Robles on his recommendation on the establishment of an International Fund for Compensation of Oil Pollution Damage. I share his opinion that maximum levels of compensation in this fund are insufficient to guarantee adequate protection for victims of any future large-scale oil spill. The Supplementary Fund will compensate victims provided that compensation claims are deemed justified and if the person is unable to obtain full and adequate compensation under the 1992 Fund Convention. I should also like to point out that raising the level of compensation can be no excuse for negligence in terms of prevention."@en1
