If I answered Mr Crowley's question in the affirmative it would not be very quiet. However, he knows me well enough to know that I am bold enough to raise issues where they need to be discussed, even though they may sometimes cause discomfort. I do not want to create any false hopes, but I make the point that there are facilities, particularly within the context of the Vienna Convention, for the government of Cuba – which is primarily responsible for the wellbeing of its citizens – to raise this issue if it so wishes."@en1
