I believe that communicable diseases constitute an extremely serious threat to the health of citizens and therefore support the Commission proposal to increase the means to effectively control such diseases, specifically by creating a European Centre for Disease Prevention and Control, which would bring together epidemiologists, public health experts, microbiologists, logistics specialists and doctors. The European Union must strive to improve cooperation and coordination between Member States in monitoring diseases. The case of the atypical pneumonia (Severe Acute Respiratory Syndrome) virus demonstrated the need for this. It is thus crucial to create synergies between national disease control centres, ensuring epidemiological surveillance, creating laboratory networks, issuing scientific advice and having a body that can provide, at European level, an Early Warning and Response System, also providing the necessary technical assistance and information on threats to health and preparing for health emergencies. I agree with the suggestion that this centre must have a contingency budget to allow it to address unforeseeable situations. This centre must be created around the Community Communicable Diseases Network that comprises designated national bodies responsible for communicable diseases within Member States.
