". I very much support the report by the rapporteur which sets out the need to set up a European Centre for Disease Prevention and Control within the territories of the EU. This centre will be funded from the EU Budget and will come into existence next year. As we are aware there is an EU Communicable Diseases Network which has been in existence since 1999. It has acted as a channel for occasional cooperation between Member States when they take measures against epidemics and other health risks. An example of this would be the cooperation that was put in place for the different Member States of the EU concerning the fight against SARS last year. However, several studies have revealed the long-term limitations of this arrangement. We are aware that diseases such as AIDS, Malaria and Meningitis have no frontiers. They spread with increasing ease around the world as a result of population movements and the expansion of trade. The only concerted action by countries inside and outside the European Union can hope to check these dangers effectively. The aim of the new centre is to overcome the problems of the present arrangements and to develop and implement projects more coherently across the territories of what will be the 25 Member States of the EU."@en1
