". I welcome the measures intended to achieve closer international cooperation in combating maritime pollution. The terrible accidents that have taken place in recent decades have shown that no State on its own is able to combat the consequences of a major maritime pollution accident. Portugal, like the other Member States of the European Union that are not part of the Mediterranean region, is not party to this regional convention or to any of the eight additional protocols. In accordance with Article 29 of the Barcelona Convention, a country must be party to the Convention in order to sign up to any of the Protocols. These regional initiatives include the United Nations strategy to implement the Montego Bay Convention (the United Nations Convention on the Law of the Sea) and are mirrored by the Lisbon Agreement to protect the Northeast Atlantic. Nevertheless, as everyone knows, the Lisbon Agreement has not entered into force because it has not been ratified by Spain and Morocco, as a result of the dispute over the delimitation of borders between these two countries."@en1
