"Two pieces of Community legislation are being amended today: one on the procedures for the award of public works contracts, public supply contracts and public service contracts and the other on the procurement procedures of entities operating in the water, energy, transport and postal services sectors. We find these changes, which are based on the principles of free competition in an open market, worrying, coming as they do at a time when France is moving towards greater decentralisation and is engaging in a national review of public procurement. We want to ensure that the public services concerned continue to cover the same geographical area and provide the same services. We are therefore voting against these two directives."@en1
