I voted in favour because I believe that implementing an effective common policy for air transport needs to be strengthened by current safety standards and the overall efficiency of air traffic in Europe in general. In fact, without any real guarantees for the regularity and security of air transport services at European level, there will be no genuinely free movement of goods, people and services as enshrined in the Treaties. Capacities must be improved so that they meet the needs of all airspace users and flight delays must be minimised. These points further justify my position. I welcome the realism that marks the joint text, because it finally provides some real progress from the Commission’s initial proposals, which placed excessive limits on the sovereign power of States over their airspace and led to some confusion between issues relating to the common transport policy and those of a military nature. On this matter, prudence dictates that national competences should be respected unreservedly, as should the international agreements that govern them, leaving any closer cooperation to the Member States’ discretion and supervision. I therefore believe we would be justified in adopting safeguards that will enable each Member State to implement the necessary measures to protect key interests in the field of security and defence policy."@en1
