"Mr President, the Commission’s communication on immigration, integration and employment starts with a hymn to immigration and goes on to describe all kinds of measures to encourage integration without ever asking whether any of it is materially possible and, in particular, what the overall cost will be for our societies. It is because of reports like this that the governments of the countries of Europe have for decades allowed themselves to be lulled into a false sense of security and they are now waking up to an enormous failure and a terrible mess. The Commission will bear its share of responsibility, which will be heavy. I would therefore like to ask you, Commissioner, how a communication or document of this kind comes to be written in the Commission. Who contributes the ideas? Are the national parliaments consulted? Who, moreover, does the actual drafting? Is it the offices of the Commission, or is some of the work subcontracted, which I dare not imagine? These are vital questions because the Commission’s powers will soon be increased by virtue of the Nice and Amsterdam Treaties. Work should be done transparently so that people are not deceived."@en1
