". The issue before us concerns the apt proposal to update a Community regulation that brings together the control measures agreed by the various Regional Fisheries Organizations (RFOs). Since the regulation’s adoption, the RFOs have adopted new measures, which must be transposed into Community law. In particular, the International Commission for the Conservation of Atlantic Tunas (ICCAT an RFO that has played a leading role in combating illegal, unregulated and unreported fishing, now proposes a package of measures with which to confront this destructive practice, concentrating on fishing undertaken by vessels flying flags of convenience. Another situation that needs to be remedied is the poor quality of the data submitted by the flag countries which, apart from being one of the most fundamental obligations of the flag country, makes any assessment of stocks less reliable. Since Community vessels constitute one of the main fleets fishing for these stocks, the EU must adopt a responsible stance and lead by example. I join the rapporteur in welcoming the efforts made by ICCAT to address these problems in its field of regulation, accepting a stance that will inspire other RFOs and other international developments in this field.
