"Mr President, this week marks the second anniversary of the detention of approximately 660 people in Guantanamo Bay without charge or trial. Amnesty International has claimed that some of them are juveniles. This House has expressed its concerns quite recently about the continued detention of these people without charge or trial and has urged that they be given a fair and open hearing with the right to choose their own defence counsel. I ask you, Mr President, to make direct contact with the United States Congress to express the concerns of this Parliament and also to urge the President-in-Office of the Council to make contact with the authorities in the United States to express our concerns. If, in the struggle to defeat terrorism, we deny people civil and political rights then we are undermining our democracies."@en1
