The European institutions, like the individual Member States are, in effect, incapable of drawing up a long-term strategy for transporting goods that favours road-rail transport in particular. The result is that the development of intra-European trade is causing increased pollution for transit countries such as Austria. Instead of really getting to grips with this problem, a complicated system of ecopoints, quotas and administrative sanctions is being implemented. We voted against this text and we want to stress that implementing this system will only support the secret meetings and the bargaining, but by no means will it spell the end of pollution for people and for the environment."@en1
