"The title of the report is explicit: ‘report on the future budgetary requirements for external actions’. This is already the third budget line today for which the results are disappointing to say the least. Asking for more money, in a budgetary situation that is already difficult for our Member States, amounts to sacrificing other policies and areas of activity, which Parliament is carefully avoiding identifying. This is not a responsible attitude. It is even less so because, in the area of foreign policy, the European Union does not exist politically and remains condemned to conciliate the positions of the Member States, some of which openly express unfailing solidarity with the US positions, for example… The answers are, therefore, eminently political and stem from the Member States. They cannot come from the creation of a European Ministry for Foreign Affairs, even if it is provided with significant financial resources, as this House seems to believe they can. In opposing this report, the CPNT (Hunting, Fishing, Nature and Tradition) delegation to the Group for a Europe of Democracies and Diversities draws attention to the fact that foreign policy, more so than any other, cannot be created by harmonising on the basis of averages and that it cannot be created, either, by using millions that we do not have."@en1
