"Mr President, the Commission has received broad support for the proposals in the Green Paper ‘Towards a European strategy for the security of energy supply’, in relation to maintaining access to Community reserves of soft coal and maintaining a basic level of production to this effect. In accordance with this idea, the Commission has proposed and the Council has approved – with the prior opinion of the European Parliament – Council Regulation (EC) No 1407/2002 of 23 July 2002, on state aid to the coal industry.
The objectives included in this regulation differ from those mentioned by the honourable Member in relation to the company
. Coal companies which receive state aid have always been obliged to pursue economic viability. Furthermore, an important innovation in the new Council Regulation is that the contribution of autochthonous coal to the objective of energy security must be carried out within the framework of sustainable development. The Commission therefore believes that both opencast and subterranean mines can respect the principles of sustainable development in so far as they comply with Community legislation."@en1
