"Mr President, I rise on a point of order. Can someone please explain to me who makes the decision arbitrarily to change the time of the vote in this Parliament without a by-your-leave? We are told that a vote is going to happen at a certain time and it never seems to be the case. If it is possible to break a sitting for a formal sitting on the nail, why is it not possible to take the vote at the time which is announced without there being too much difficulty? Many Members of this House are getting fed up with these delays and want to know what the answer is."@en1
