I should, of course, have preferred us to have gone much further regarding the measures to be implemented (including in the constitutional framework), as well as where the environmental issues, not forgetting the social and human dimensions, were concerned. The political and economic power relations in Europe and in Parliament have, of course, limited our achievements.
