". This Directive aims to modernise previous directives on motor vehicle insurance. The proposal seeks not only to harmonise at Community level the different provisions of national legislation, but also to encourage the free circulation of goods and persons. Previous directives put in place a requirement for all Community vehicles to be insured against civil liability, for valid insurance certificates to be awarded in all the Member States, for compulsory cover for all vehicle passengers, the establishment of guarantee funds, and the famous Green Card. Since I come from a country which, unfortunately, suffers from one of the worst road safety records, one of the lowest levels of cover and of damages arising from compulsory motor vehicle insurance, I welcome any initiative aiming to enhance the protection afforded motor accident victims by compulsory insurance through swifter procedures and higher levels of minimum cover, providing Member States’ ability to go further is not threatened. While I support the rapporteur’s original proposals to increase the amount of the minimum sum insured to EUR 10 million per accident for personal injury, and to EUR 5 million per accident for damage to property, I regret the fact that that this position has been replaced by a compromise involving smaller amounts."@en1
