"The first item is the Council and Commission statements on the outcome of the European Council held in Brussels on 16 and 17 October 2003, including a progress report on the Intergovernmental Conference. I should like to inform the House that during his last visit some months ago, the President-in-Office of the Council, Mr Berlusconi, made a number of commitments to the House on behalf of the Italian Presidency. Each of the commitments made to Parliament regarding our participation in the Intergovernmental Conference has been 100% delivered. Our colleagues Mr Méndez de Vigo and Mr Hänsch both participate in the Foreign Affairs meetings of the Intergovernmental Conference and do so as full participants, with a level of involvement that is unprecedented for this House with regard to such work. Second, I should point out that insofar as there may be a number of technical working groups on some aspects of the Intergovernmental Conference, the European Parliament will be fully associated with the work of any such group. Third, for the first time ever, the President of the European Parliament has been invited by the presidency of the Council to attend and contribute to every summit meeting to be held on the Intergovernmental Conference, first in Rome on 4 October 2003, and again last week in Brussels. This is an exceptional and unprecedented level of engagement. It meets a request this House made before the Italian Presidency started: the Convention set a new method, and a new partnership is required to build a Europe that has a constitution. I want to place on the record on my behalf and on behalf of this House our gratitude to the presidency for delivering as promised."@en1
