". The main question posed during the debate was this: should fire prevention be covered under the regulation on rural development, or should it be reintroduced into Forest Focus? Fire prevention had actually been incorporated into the regulation on rural development in 1999 (see the chapter on forestry). Our group, the Union for Europe of the Nations Group, rightly supports the rapporteur’s desire to include fire-fighting and fire prevention under the umbrella of Forest Focus, and to increase the relevant budget significantly. Although some Member States, especially in northern Europe, where the climatic conditions largely preclude the fire problem, have indicated their opposition to this reinsertion, the horrifying spectacle of last summer’s fires imposes on Members the duty of voting for this increase in appropriations and for a ‘fire capacity’. That is why I voted in favour of this report, which I feel is a satisfactory compromise, further assisted by the amendments tabled to it and adopted."@en1
