"Since two Members have now touched on this issue, I should like to make a brief comment. Since Tampere in October 1999, the European Commission has brought forward a number of proposals for directives. In every instance so far, the European Parliament has delivered on time. But in six cases where we have done our work, the Council of Ministers has thus far failed to do its work, as I pointed out on behalf of the Parliament at the European Council meeting last week. Some of these issues have been outstanding on the Council's agenda for more than two years. Yes, there is a problem, but that problem is not in this Parliament, it is with the Council and the Member States."@en1
