"Mr President, my speech, too, concerns the distressing incidents which, I am afraid to say, are becoming more and more frequent along the Italian coasts. In Lampedusa, as another Member has said, they are continuing, even now, to take stock of how many victims have been claimed by the latest boat to sink or by what was, at all events, a genuine tragedy. Laying the blame at the door of the Italian Presidency would appear to be an unimaginative and certainly unusual way of addressing the issue; it may be that the blame lies with the countries which have not taken on board the recommendations and undertaking of the Italian Presidency, those countries which refuse common rules to control immigration, withdrawing into the ivory tower of their sovereignty. However, we, too, have responsibilities, Mr President, and it is with regard to those responsibilities that I want to ask you intervene. Parliament is processing dossiers on combating the trafficking of human beings and illegal immigration, on common asylum rules, on integration measures and on aid to third countries to enable them to mount information campaigns and dissuade their citizens from leaving. These dossiers are still at a standstill. We need to avoid the usual rigmarole of amendments and speed up the process: a crisis must be met with an urgent response, not with the usual irresponsible gentle pace of those who prize bureaucracy above the effectiveness of measures."@en1
