"The Solidarity Fund is of a different nature from the other funds, and should provide compensation for part of the public costs incurred as a result of the disaster. Financial assistance given in order to alleviate large-scale natural disaster scenarios, such as the fires that ravaged the communities of southern Europe, should go towards the speedy re-establishment of normal living conditions in the affected areas. Decentralising the financial management of such assistance is of the utmost importance, since, as we know, elected local authorities are closest to the disaster and feel it most. In the specific case of the fires in my region, the mountains of the western Algarve, it would make perfect sense if the relevant local authorities were asked to take part, together with civil society organisations, in the programming and management of these funds. My suggestions include, amongst other things, measures aimed at reorganising land use, reforestation using indigenous plants and mobilising small investors, with the help of tax and/or other incentives favouring the installation and maintenance of preventive equipment in woodland areas."@en1
