"I could only vote in favour of this report, which confirms the mobilisation of the Solidarity Fund in Portugal’s favour by granting it EUR 48.539 million – in other words, the exact amount requested by the Portuguese Government – to deal with the effects of this summer’s devastating fires. This amount will allow emergency measures to be set in place for the communities stricken by the consequences of the fires, which killed 18 people and destroyed more than 403 000 hectares of woodland. It will help alleviate the social costs incurred by the loss of jobs and sources of income, and the environmental impact of the fires. It will help restore productive potential in the affected areas. Aid applications such as this are overly complicated. The Commission, therefore, should review the regulations governing the mechanisms by which funds are allocated by the Solidarity Fund, which was created precisely in order to respond effectively to emergencies. The Commission should make these Community administrative procedures more flexible and simpler. I should like to conclude by reminding you that forest fire monitoring and prevention measures need to be devised, and appropriations for the Forest Focus programme increased."@en1
