"Mr President, I am pleased that Mrs Frahm and Mr Messner drew attention to the warnings given by those of us who were in Iraq in February. I am glad that they did so because they must form part of our reflections upon how the future is to look. Now that the United States has realised that it will require far more money and forces to maintain the occupation of Iraq than there is the grass-roots and political will to provide, the possibility is in fact emerging of a multinational force, which the United States wishes to command. That is, of course, completely and utterly unacceptable, however, just as it is that the coalition should continue, with a larger number of countries helping out. No, the task in question must be continued by the UN. It must be carried out under the auspices of the UN, just as it is the UN that must now go in and support the holding of democratic elections in Iraq so that Iraq might, as soon as is humanly possible, assume responsibility for its own future."@en1
