"Mr President, I congratulate my West Midlands colleague on the excellent work she has done as Parliament's rapporteur on this vitally important topic. The United Nations agreed in 2001 to consider proposals for an international convention to promote and to protect the rights of people with disabilities. To date there have been six separate UN treaties on human rights. The next convention on the disabled should provide the seventh. This report sets out some key principles that we trust will be taken on board in the process. Specifically, it calls for the abandonment of the medical model, which regards disabled people as a problem, and instead recognises that disabled people have rights that should be enforced. I call on colleagues from all political parties and groups to vote this report through unanimously. This House should speak with one clear voice, pointing out that the needs and the rights of the disabled are above party politics: they matter to us all. But this is only half the story. We should not just vote and then move on to other issues, believing that our work is done. The vote tomorrow should be seen as a commitment to drive for real change at the UN, in the EU and in our Member States. Today we talk about the rights of disabled people. Tomorrow our vote should be considered as a pledge to act; a pledge that we shall work together with vigour until these rights are secured."@en1
