". I voted for this report, welcoming in particular the judicious inclusion of a set of ‘warnings’ relating to current Union cohesion policy. If these warnings are heeded, they will enable us to take safer and more effective steps forward in harmonising the levels of development of the different regions of Europe. In other words, it will enable us to pursue the ultimate aim of cohesion. I hope that the Commission will consider in detail the proposals presented here, from the special needs of the Union’s ultra-peripheral regions (where cohesion policy has already proved a valuable spur to development), to the need to simplify the rules for implementing regional policy (by, for example, reducing the bureaucracy involved in payments), to rationalising aims depending on their actual effectiveness. A particularly sensitive issue is that of artificial increases in the gross domestic product of certain regions of Europe as a direct result of the current enlargement process. Many, including myself, have asked the European Commission to pay great attention to this area, and I trust that the positive responses I have received from the Commission to my written questions on this issue will come to form part of official policy in future."@en1
