"Mr President, ladies and gentlemen, as you are all aware, the issue of the Members’ Statute has been on Parliament’s agenda for countless years now, and, like other Members, I am doubtful whether, despite tomorrow’s vote, we will succeed in resolving the matter completely under your presidency, President Cox – which is not to say that I do not hope it will be possible. We Radicals have consistently maintained – and continue to do so – that, with the Members’ Statute, we need to look beyond the scope of Mr Rothley’s report, to look beyond the administrative, bureaucratic status of European Union employees, to use Mr MacCormick’s expression, and consider the rights of MEPs, first and foremost. It is intolerable, for instance, that, after 25 years of direct election, MEPs should still be forced to bear the consequences of the decision on the location of Parliament’s seat. It is intolerable that they continue to be denied the same rights as national members of parliament, such as the right to visit prisons and other rights related to the electoral mandate to represent the European people. I hope that, pending the outcome of the European Convention, the Rothley report will spur us on to launch a wider debate on the need for the MEPs of the 25-Member State Europe to be granted, in addition to administrative status, rights which make them genuine elected representatives of the European people."@en1
