I voted in favour of the Gahler report on the enlargement of the Union to include Estonia, as I voted in favour of the entry of the other 9 candidate countries. I regret, however, that simultaneously, in the Brok report, the European Parliament is trying to take advantage of the situation to force both old and new Members to make hyperfederalist commitments.
As Mr Brok clearly said this morning, as I understood through the interpreter, we are practically going to establish a genuine State.
The members of the SOS Democracy intergroup, including myself, would, on the contrary, like enlargement to serve as an opportunity to reorient the European Union towards more flexibility. That is why we accompanied our approval in principle with a text citing ten essential requirements for a freer Europe.
In particular, we request that the basic treaty that will result from the current Convention and the future IGC is only signed after enlargement, in other words after 1 May 2004, when the Union will have 25 Members. In this way, the new Members will be able to participate fully in the final drafting of the text. This will enable us to counter the federalist strategy that is seeking to predetermine our future choices."@en1
