"Now for the sixth instalment of my speech, Mr President. I am not one of those who want to punish Poland and the other countries that prefer US solidarity to European solidarity. Every state, every government, has the right to decide whether or not to support Mr Bush’s bellicose policy. It has however become clear that the majority of the countries about to join the Union prefer an alliance with the United States and NATO to closer European integration. This has delighted British Government representatives to the European Convention. In an interview with the Peter Hain clearly stated that he is building an alliance with the countries of Central and Eastern Europe against any moves towards the creation of a European superstate. The United Kingdom and other countries will therefore not hesitate to use their veto at the intergovernmental conference to ratify the conclusions of the Convention. This veto risks destroying any suggestion of establishing qualified majority decision-making procedures for matters such as the common foreign and security policy, fiscal and budgetary policy, and economic and social policy. There will be a ban on using the word ‘federal’. It will not be possible to invoke the Charter of Fundamental Rights for legal rulings in favour of an individual citizen."@en1
