"Mr President, I abstained from voting for three important reasons. First and foremost, Europe must try to solve its own problems before taking the decision to enlarge. Secondly, the accession of the new Member States must be made conditional upon the results of referendums in the current Member States, and thirdly, the fact is that the new Member States are not yet ready for this enlargement. I would furthermore like to underline the fact that this enlargement is coming at a time when Europe has never been as divided as it is now. We still have a great deal of work to do, particularly in the area of foreign policy. It is essential that Europe develop its own identity in that area. Furthermore, we must put an end to the profligacy of the European agricultural policy before we can proceed with enlargement. To conclude, let me point out that there are still far too many socio-economic differences between the European Union and the candidate Member States."@en1
