". I voted in favour of this report. I share the rapporteur’s concerns to a great extent regarding the urgent need in criminal courts to respond better to the needs of victims, who are often relegated to a merely instrumental level compared with the State/offender dichotomy, which has become central in criminal matters and criminal proceedings. I consider that the application of restorative justice, with strict concern for appropriateness and proportionality, may be an effective way of facing up to that situation and, as far as is acceptable, making offenders liable for remedying or lessening the practical effects of the illegal act committed. If a European network of national contact points is set up that takes into consideration the Member States’ various internal criminal justice solutions, which have arisen out of their legal systems and traditions, it will enhance the exchange of information and the adoption of good practice without destroying the individuality of the national legal systems or creating artificial structures that clash with them. I must stress, however, that this broad initiative by all parties in the field of criminal procedure must never neglect the common good, in its aspects of public order and social peace, for fear of sacrificing the ultimate aim of the rules of criminal law."@en1
