". Unfortunately, recent employment statistics for the European Union paint a very black picture. Employment rates are dropping in both Greece and Germany. Substantial measures must be taken at once to increase employment. First, if war in Iraq is averted, this will stimulate investment both globally and in the European Union, where it will impact on employment. Secondly, relaxing the Stability Pact will encourage government intervention to foster growth and employment. Thirdly, employment indicators need to be set so that, as with economic indicators, the Member States’ unemployment policies can be monitored and reinforced. Fourthly, measures are needed to coordinate taxes on SMEs and combat social exclusion and undeclared employment, none of which alone will suffice, at least not in the restrictive sense referred to in the motion for a resolution which I voted against."@en1
