"Mr President, I have taken the floor to ask for information on the participation of the European Parliament in the ministerial segment of the Commission on Narcotic Drugs, which is to take place in Vienna on 16 and 17 April 2003, to take stock, after the first five disastrous years, of the progress made in the UN ten-year plan to combat drugs, which, in theory, should have wiped drugs off the face of the earth by 2008 but which is only bringing a resurgence of repression and suppression of individual rights and freedoms in the field. I have just returned from a trip to South America, specifically Peru, where the battle to eliminate cultivation of the coca bush is destabilising the region and furthering the ends of terrorism. There is therefore another war that needs to be stopped. The April meeting is our chance to do so. I hope that Parliament will take part according to the proper procedures and that the Members will also make representations to the governments of their countries and call upon them to present formal demands for the revision and evaluation of the international conventions and policies on drugs."@en1
