". During the 1990s, the use of cannabis considerably increased in most EU countries. However, users of hard drugs by injection are a more elusive group that is therefore bound to be condemned to social exclusion, as the report indicates. We must respond to this. First of all, it is now essential that we advocate prevention through information channels. In order to do this we need to set aside financial resources and take action by organising campaigns, mainly in schools, in order to raise awareness among young people. We need to inform over and over again in order to prevent current standards from becoming blurred in the eyes of the young people of Europe. Secondly, it is essential that we involve everyone: parents, but also teachers, the police and the justice system, and finally and above all, associations that support drug addicts. That is why we should welcome the recommendation inviting local groups to help drug addicts to opt for a healthier life."@en1
