". The three epidemics referred to in the report affect mainly the poorest populations. By way of example, 90% of the 40 million people infected with the AIDS virus live in a developing country and 70% of these in sub-Saharan Africa alone. The re-emergence of cases in new forms – one billion people at risk of contracting the virus by 2020 – and the return of malaria in areas from which it had been eradicated, causing one million deaths per year, and with 40% of the world at risk, destabilise entire societies and deal a harsh blow to the social and economic development of these countries. A specific initiative in this field is therefore called for, delimiting the framework of Community action, in order to maximise the impact of action and to provide it with an overall budget of EUR 300 million for a period of four years, until 2006. We agree with the broad philosophy of the initiative, which is based on the medical and social need to combine prevention and care and which must also consider the increase in the budget for research and development, which is tragically low. This would strengthen infrastructures and health systems and link the field of reproductive health with the ongoing concern for maximum complementarity. For all these reasons, I felt bound to vote for this report."@en1
