"Mr President, all candidate countries except Turkey have adopted during the last two decades special policies to improve the situation of minorities, in some cases even through the implementation of self-determination to the benefit of several stateless nations. Serbia and Montenegro are using the principle of self-determination to try to reach a definitive settlement of the conflict in the former Yugoslavia. The European Union itself, on the contrary, lacks a comprehensive approach to the issue of stateless nations. This is very regrettable. But it is much more regrettable to read in the explanatory statement of Mr Napolitano's report that it is unacceptable to suggest the recognition of the right to self-determination, because that falls within the sovereign and exclusive competence of the Member States. That means that those stateless nations cannot claim the right of their peoples to exist as such. How can the European Union ignore the principles of universality, indivisibility and interdependence of human rights proclaimed in 1993 by the Vienna Declaration? Could that be possible in an area of freedom, security and justice? Self-determination is the key to peaceful relations between nations because self-determination equals democracy."@en1
