Would the minister agree that it is fear for their security that is proving the principle obstacle to Turkish Cypriot compliance with the Annan proposals? Would he not also agree that peace-keeping on the island will be a central responsibility for the European Union, through the process of settlement and following this process, for a considerable period before tranquillity and stability truly return to that poor strife-torn place."@en¹
