"Mr President, I would also like to express my support for all those who have been affected by this terrible disaster. I think that we should praise the incredible efforts of the people of Galicia and Spain, as well as the voluntary workers who travelled from many different parts of Europe. Although we are able to welcome the proposals made by the Commission, the same does not apply to the decisions reached by the Council. I also regret, like other fellow Members, the fact that they are lacking in ambition. After the disaster, and given the extent of the damage caused by the it is now urgent, Commissioner, to bring forward the date for applying the measures adopted. I am, however, also of the opinion that they are still inadequate. Prevention also means demonstrating to charterers, ship-owners, cargo owners, even classification societies, that their criminal and financial responsibility will be fully engaged if legislation is not observed and if a disaster occurs. Prevention also means taking the swift and courageous decision to ban flags of convenience in the territorial waters of the Union. This disaster once again highlights the harmful consequences of liberalisation of the maritime industry, which has led to rules on safety and social welfare being compromised. Europe should send a clear message to the maritime industry by proposing significant improvements to the social situation of sea-workers and by involving their organisations, as well as citizens’ associations, in drawing up and implementing specific and essential new measures to enhance safety at sea."@en1
