". I wish to congratulate Mr Herzog on the excellent report he has produced on the 2001 scoreboard for State aid (spring 2002 update), presented by the Commission, which I fully support. In the framework of competition policy, the half-yearly publication of the scoreboard for State aid since 2001 is an important tool for transparency and debate. Nevertheless, I share the opinion that the data included in this scoreboard are still not sufficient or adequate to enable a comparison to be made between the behaviour of the various Member States and the real benefits arising from State aid. We would like to see such a comparison made in the short term because this is the only way in which an informed overall study can be undertaken so that decisions can be taken on the level of aid granted and/or its possible refocusing towards horizontal objectives of common interest, such as research and development, the environment, SMEs, training and employment."@en1
