"We Swedish Moderates welcome the positive attitude adopted by the European Parliament and the Commission on life sciences and biotechnology in this report. We would, however, emphasise that diversity and a wealth of ideas provide the best impetus to successful research. This principle should not be lost through EU coordination. Research policy within the EU must be based upon the principle of subsidiarity. Research cooperation between the Member States is good, but the EU must not take charge of it. Except in the case of its own research programmes, the EU lacks competence in the research area, and that is how matters should remain. We have therefore voted against the proposal for a special Directorate General with chief responsibility for coordinating the biotechnology strategy."@en1
