Like all compromise texts, this motion for a resolution combines very positive recitals and conclusions, such as the references to the agreement on Kaliningrad, for example, with a dubious and rather weak speech rejecting the terrorist acts that have recently taken place in Russia and, particularly, the recent attack on the Moscow theatre by Chechen extremists. With regard to the fight against terrorism, we believe that this must be constant and unswerving, because what we are seeing are cowardly and anonymous threats to the life and security of defenceless citizens, who will accept no excuses and no less rigorous support for the authorities combating this phenomenon. This and this alone is the reason why I have voted against this motion for a resolution."@en1
