"The resolution on ‘Assessment of and prospects for the EU strategy on terrorism one year after 11 September 2001’ contains several contradictions. Amongst others, I would highlight, some of its more negative aspects: its defence of the militarisation of the ‘fight against terrorism’, examples of which are changing the current concept of defence to what is being called a ‘broader concept of security’, which includes ‘pre-emptive strikes’, such as we are seeing now, at the hands of George W. Bush, confusing Member States’ internal security missions with defence policy; the reaffirmation of NATO and of partnership with the USA as a framework reference for the EU in the ‘fight against terrorism’; its support for the reform of NATO (its political and military structures) in order to change its defence alliance missions into an offensive alliance; its willingness to criminalise the action of organisations and movements that fight, sometimes by means of an armed struggle, against the repression with which their peoples are targeted, confusing these with ‘terrorism’; the use of the war against terrorism to move ahead with the communitarisation of Justice and Home Affairs in the EU. Hence our vote against the report."@en1
