"Question No 4 by Bart Staes (): In June 1998, the Council reached agreement on a European Union Code of Conduct on arms exports. That code is not binding. Inter alia, Member States are asked, when refusing authorisation, to indicate the country of destination, the merchandise involved and the end user. Only recently, the FN-Herstal arms company, of which the Walloon Region is a shareholder, delivered 5 500 semi-automatics to an unknown end user. What steps will the Council take in order to make the agreed Code of Conduct legally binding and to force firms such as FN-Herstal to publish the information required under the Code of Conduct, including in instances where delivery is authorised?"@en1
