"The next item on the agenda is the Commission statement on the Stability and Growth Pact. This is important because it is so closely related to the economic and monetary policy of the Union, because it is an incentive for structural change in budget management in many of our economies, because there is an economic slowdown and because it has provoked a debate about how to respond. It is important that if we launch a debate on this, that we do so in very calm, rational and strategic terms. In recent days there has been considerable controversy on this matter, not least sparked by remarks published in the newspaper . I know that many colleagues in the House were anxious that we should be able to debate this matter briefly today, at the beginning of the week. I am pleased that the President of the European Commission is here today to make a statement on behalf of himself and the Commission on the matter and then to open a short exchange of views."@en1
