It is an option open to the President after consulting the chair of the committee responsible, to be used when it will be useful and not to be used when it will not be useful. The proceedings today have shown that, even when it is not used, it serves a purpose in putting on pressure for amendments to be withdrawn, thereby saving the rest of us a lot of time later in plenary."@en1
