"I voted against this resolution solely because I do not think that the European Parliament, which is not a signatory to the Statute of Rome, has competence to interpret any of the provisions of this Statute, specifically the provision that has enabled the USA to hold negotiations and conclude agreements with some of the States that are signatories to it. I am also profoundly disappointed at the position adopted by this Parliament of implicitly threatening the countries that are candidates for accession, and others that benefit from financial aid under agreements and partnerships established with the EU, so that they abstain from adopting positions, in the context of their legitimate external policies, that are not in line with the EP’s unilateral interpretation of Article 98 of the Statute establishing the ICC. This aim of this explanation of vote is also to point out that one of the countries covered by this resolution is East Timor, which would not have survived as an independent State without massive external military aid against the invader, aid that we doubt would have been made available if, at the time, the position adopted in this resolution had prevailed."@en1
