"We find it entirely understandable that the European Commission should consider the time to have come, on the basis of an active policy of employment aid, to establish more binding criteria and to lay them down in a single legal framework. In fact, this rationalisation is intended to pursue a dual objective: on the one hand, to simplify and clarify the system of regulating aid to employment, in the aim of ensuring greater transparency in the Commission’s action and of facilitating understanding and monitoring of this action; and furthermore contributing to stimulating employment in the European Union, in line with the European employment strategy, especially for workers in the least-favoured categories. I have, therefore, approved the rapporteur’s position, which supports, to a large extent, this Commission proposal, considering this to be the approach that will achieve the Lisbon Strategy, and I welcome in particular the references made to the need to support the economic development of the least-favoured regions of the European Union, with particular focus on the outermost regions."@en1
