lpv:translated text	"We are concerned at the approach that the report insists on promoting when it states that 'the key to improving employment in the European Union is encouraging labour market flexibility through structural reform'. This ignores all the problems of unemployment caused by restrictive monetary policies and by constant privatisations, including in basic sectors of the economy and in social fields. It is also unacceptable that the report considers state aid for employment to be a last resort, thereby condemning disadvantaged regions and sectors in difficulty to failure and to poverty. Of particular concern is the damaging impact that its implementation could have in countries such as Portugal, with micro-undertakings and small and medium-sized enterprises which are experiencing serious difficulties, and in sectors such as ship building, which are affected by unfair international competition policies. Hence our vote against this report."@en1
