It is women and children who suffer the most from violence, but we must not forget that men are also sexually exploited and also suffer. We must therefore put in place effective measures to combat all forms of violence, by combining prevention, punitive action and support for victims. The Daphne programme is an effective instrument and it must be further developed. The fight against trafficking in human beings must include penalties that act as a deterrent and that are common across all Member States. All NGOs must be actively supported and violence must be understood in the broad sense. All forms of violence must be opposed because violence is unacceptable."@en1
